I do mine slightly different as I use the loop a lot. I tape the standard part of the bar first. I start by wrapping a small bit of tape over the join of the conventional bar part with loop section, this hides the join when wrapping the loop later. Then I tape the conventional part of the bar from the join with the loop towards the stem. Once this is done I build up the gap between the brake levers and bar grips (Cork or ESI Chunky grips work well) with some bar tape. I then start by taping over the end of the grip, then towards and over the brake lever and up towards the top of the loop. I leave enough space for accessories and the top of the loops. Depending on how far you tape the conventional section of the bar you can just about get away with one roll of bar tape.
This is the best picture I could find of my bars taped.

Interesting. I've been thinking about taping up a bit more of my loops. At the moment I have the levers fairly in-board and no gap from the grip to lever as I got some of these
