You see ... I like to take things that are scrap, broken or have no use and make them into something useful. The idea of taking something good and turning it into (s)crap seems a little odd ;)

I have drilled through similar thickness titanium with an 8 pence HSS drill-bit with no issues using a cordless drill.

Waste of time mind! I also suspect with a pan on top the vent holes will eventually bloom and the heat will be wasted out the sides rather than concentrated up underneath. I had similar issues when I tried a red-bull stove inside a cat-food tin windshield/stand.

I know exactly what you mean ... this may sound odd but if you had a pot with a hole up the middle to go on top (a sort of double cyclinder) it would work really well.
