OT - is Pen Y Fan locked down?

I'm trying to plan a quick trip with my daughter. I have two completely different areas that I was planning to head to and will base the final decision on weather.
One of the options is walking up Pen Y Fan, in fact maybe doing the horseshoe. It's a bit honeypot like but it'll be cold and likely damp so I'm hoping that'll keep folks away.
From what I can see we'd be just north of the locked down areas, is that right? We were thinking of stopping in Abergavenny for a meal on the way and that also looks OK. Don't want to go somewhere I shouldn't. Not planning to actually mingle with anyone given we'll be walking and can hit the pub somewhere else if that's safer

Just north of the Merthyr lockdown, it's absolutely rammed lately though. Hundreds of cars parked on the road near it.
Monmouthshire currently fine, so Abergavenny not off limits.

You should be fine with the walk but I'd likely avoid Abergavenny* Obviously, you'll need to plan your route there carefully as to not pass through controlled areas ... it's all getting a bit 'walking dead' now innit.
*like you'd try to regardless.

We're heading there for her 8th birthday, she likes hillwalking, and definitely wants to go to the pub for dinner. Maybe I'll look for a nicer area then
Helpful advice, thanks. I can avoid the no go areas by tracking around to the east and north, then dropping down from there

My wife and I had also been pondering a trip (cycling in this case) through parts of the Brecon Beacons just north of the locked-down areas en route towards mid-Wales.
A complication is that we had planned to take the train to Abergavenny but this involves a change in Newport, which is locked down... (unless platform changes are allowed, but I'm assuming not...) Another option might be to take the train via Hereford and cycle downwards towards Abergavenny then into the mountains.
Forgive my lack of knowledge of the area, but what is the reason for avoiding Abergavenny?
The weather is also looking a tad on the wet and windy side for the next weeks...
