I've thought of it but as usual not done anything about it I think you'd need two or three strips to provide some rigidity.

I don;t know mechano well, but if it's plate with punched holes - I'd want a stiffner in there.

Good point. I live next door to a mechanic who may be able to make something up for me out of an off cut. Would 2mm aluminium be strong enough?
I'm now envisaging a 128mm strip of 2mm ally with holes drilled or punched every 32 mm, starting and ending 16mm from each end, which, if maths serves, would give me a total 4 holes. Thus allowing me to shift the bottle up or down by 32mm. I guess I could ask for holes every 16mm but I'm not sure if the increased flexibility would really be worth the effort.

Before JohnClimber mentioned them, I was going to make some of my own, its a Scrapheap Challenge MYOG styley
But the Mount Skidmore ones really are very faff free. They're neat solutions, not very expensive (from memory about the same price as a bottle cage), and they're very solid. I bought a pair and both are currently in use
They do raise the profile of the bottle cage a touch, so it eats into the triangle a bit more, but it's not a deal breaker and I think most adaptor-widgets would do that
I've moved the bottle cage down on my Lurcher to accommodate a frame bag using a rear rack stay. You can find packs of the stays in most bike shops for a fiver for 2 as they are used as replacements on racks where the supplied stays are too short, a bit of twisting of the end that bolts onto the frame to straighten it is all that is needed as they are already drilled with slotted holes. Alternatively ask the mechanics if they have any spares to swap for biscuits as there are always a few knocking around the workshop. The lower hole needs a nut and bolt but it's a lot slimmer than the Aussie design which preserves valuable frame space.
