What's the cheapest disc brake CX bike out there?
Would want mud guard mounts but willing to take a look at bikes that don't have them.

I'd imagine the Boardman CX Comp if you can get the discounts.
Mine was up at £599 but I got 10% off in the Halfords sale, plus 10% with British Cycling membership and then cashback with Quidco. I think it was around £470 in the end. for the money, it's a great bike.

Stick some drops and a bar end shifter on this and you're good to go ... so that's £499 + £35 for bars and shifter. It's steel, has full rack and guard mounts and it's a little bit different.

As a general point, the gear cable exit on those lower-end shifters can be a bit of a pain if you're wanting to carry any luggage up front.

Why? You can buy drop bar levers that work with mountain bike brakes for just over a tenner ... granted, I had missed them off my list of new parts required.It would need new brakes as well of course, but could sell on the mtb versions I guess.

Ebay? I just picked a Stevens CX bike, full Shimano Ultegra, alu frame, carbon fork, Avid BB7 brakes, perfect condition for £350.

The different pull-ratios dont seem to be much of a problem. I have avid BB7 (mtb version) disc brakes on my cross bike with ultegra road shifters/brakes. Never had any bother with them, plenty of modulation and they dont rub. I do need to adjust them frequently but i'm not sure if thats down to the road levers or just the way mechanical discs are (first time with mechanical discs).
I dont get on with bar-end shifters though, that would annoy me.

The Mrs runs and swims and is interested in doing a Tri. She has also done some light off road before and enjoyed it.
So she needs a bike if she is going to give it a go.
I thought a cheapish CX bike would fit that bill.
