Since when did PayPal introduce the 14-day payment rule? Is this recent thing?
Seems shame for small businesses having to wait 14 days before they get paid. Is this to protect the consumer if the item doesn't turn up?.

It's a complete PITA. Found it more difficult to switch to my credit card and keeping track of your spending is a faff with all the outgoings delayed.

It should be opt in/out at checkout IMO. If you are buying from someone you aren't sure of then take the delay otherwise pay it straight away.
