looking for a small mtb for my wife. she is 5ft.

something suitable for a rear rack, to be used for offroad touring and exploring.

she has a 650b straggle but looking for something to take a bigger tyre.

I am selling Joe's 14in Boardman Sport E MTB. I don't know if you can get a rack on it but he used it for touring plenty.

It's kid-specific geometry, in much the same way as Isla bikes are but I guess that might suit an adult who isn't too tall as well.
